Shaping policy in a complex regulatory shift
Strategic public affairs to influence building safety policy and protect delivery in Scotland

The UK’s largest housebuilders faced significant uncertainty following new building safety legislation related to cladding remediation.
In Scotland, a lack of clarity around remediation standards and timelines created material risk to its development pipeline – raising concerns over cost, liability, and successful delivery for occupiers. Our client needed to engage quickly and credibly with Scottish Government to shape how the policy would be interpreted and applied.
Aspect’s External Affairs team developed a targeted public affairs strategy focused on influence, not visibility.
The approach centred on building a clear, evidence-led policy position – showcasing the company’s status not as a challenger to regulation, but as a constructive partner aligned with government housing ambitions. This created a platform for meaningful engagement with ministers and officials, while protecting the company’s operational interests.
Policy and impact mapping
Worked with the client’s UK corporate affairs, legal and building safety teams to assess how legislation would affect operations – identifying relevant talking points and opportunities for influence.
Direct government engagement
Designed and supported a multi-track engagement programme to secure 1:1 meetings and briefings with senior policymakers – supported by preparation, coordination and on-the-ground advisory.
Stakeholder mapping and targeting
Identified key industry allies to inform a coordinated approach, then identified decision-makers across government portfolios – mapping their interests and levers for engagement.
Modular messaging architecture
Built a targeted messaging framework and policy position papers – grounded in evidence, with clear asks and practical remediation proposals.
Project highlights
Reframed a reactive policy challenge into a proactive engagement strategy – positioning the business as a credible voice in shaping outcomes.
Unlocked senior-level conversations with ministers and officials – ensuring the client’s concerns were heard in the rooms where decisions were being shaped.
