The UK’s largest housebuilders faced significant uncertainty following new building safety legislation related to cladding remediation. 

In Scotland, a lack of clarity around remediation standards and timelines created material risk to its development pipeline – raising concerns over cost, liability, and successful delivery for occupiers. Our client needed to engage quickly and credibly with Scottish Government to shape how the policy would be interpreted and applied.

Aspect’s External Affairs team developed a targeted public affairs strategy focused on influence, not visibility.

The approach centred on building a clear, evidence-led policy position – showcasing the company’s status not as a challenger to regulation, but as a constructive partner aligned with government housing ambitions. This created a platform for meaningful engagement with ministers and officials, while protecting the company’s operational interests.

Worked with the client’s UK corporate affairs, legal and building safety teams to assess how legislation would affect operations – identifying relevant talking points and opportunities for influence.

Built a targeted messaging framework and policy position papers – grounded in evidence, with clear asks and practical remediation proposals.
